Duplicate set of cellular data settings

I have an iPhone XS Max with iOS 12.


I have something really weird in Settings > Cellular. In there, I scroll down to the Cellular Data section to see the apps that have cellular data turned on or off. Usually when I scroll down I get to the end of the list. Sometimes, though, I can keep scrolling and there's a second, duplicate list with the exact same apps, the same MB/GB usage, but some with have different On/Off settings.


What's going on here?

This iPhone does have the ability to have Dual SIM w/eSIM, but my carrier says the eSIM isn't activated. If it were activated, wouldn't the two sets of cellular data settings *always* be there? The second set appears only sporadically.
