"There is no application set to open this document" error message?

I tried downloading a few images to use in a school project, however when I go to open them in downloads, it says "there is no application set to open this document" and allows me to choose an application to open it. When I try to select preview (which I previously used to open downloads and pictures and never had a problem), it won't allow me to. I was wondering what I could do to fix this and get these open.

That file format looks corrupted.

Remove the ?b=t off the back end, so the file type reads .jpg

Server side code somehow got amended to the back end (no pun intended) of the file name.

This is their issue not yours, wherever the download came from.

Some images are copyrighted, something to be aware of using downloaded images.

Clean it up and there shouldn't be an issue viewing on your computer as expected.
