Why is auto brightness in accessibility.

Periodically auto brightness will keep my brightness incredibly low when inside. Not much of a big deal. However it’s rather annoying that I have to search for it because instead of being in display and brightness. With iOS 11 it was moved to accessibility. Can someone explain why this was done exactly as I don’t personally define autobrightness as a disability feature.
