It is annoying when I sit in the silent library and start learning, and it comes extremely loud charger plug in sound, or power chime. And it is no easy way to disable it in Settings. Long for a solution. Thanks!

Hold down the mute button when you press the power, and keep holding until the Apple logo appears.
I believe the OP is referring to the chime laptops make when plugging in the charger.

I have used mac laptops since 1999 (233MHz "Wallstreet" Powerbook, that I still have :-)), and I've never heard a chime when plugging in the power adapter...

If I plug in the charger for my 2015 MacBook while it is running I get the chime. If I attach the MagSafe connector to my 2013 MacBook Air I don't.
Maybe that is a new thing for the models that receive power via usb-c.
My newest mac at the moment is a 2014 rMBP, no usb-c yet.
