How do I check to make sure an iPad air two was not reported lost or stolen or that lock it is on it, that it was not refurbished before I purchase it? I am buying it from someone online and they have provided the serial number and seid #.

There isn't any database for lost or stolen devices. Apple isn't involved with that. I don't think the serial number can be used to check for activation lock registration and even if it could, if somebody is going to sell you a stolen device won't they also lie about the serial number?
Daily, people come here asking how to unlock the activation locked iPad they purchased online from someone who assured them device was wiped and ready to be used and setup. Here’s my advice. DON’T buy a used iPad you haven’t seen and don’t know if it isn’t activation locked. There’s an old saying........”if a deal seems to good to be true, it likely is too good to be true.”
If you are looking for a deal on an iPad, buy an Apple Refurbished device with a full one year warranty and it’s guaranteed to be ready to be activated.
