Lost voice memo and then was advised to retrieve from iCloud back up.
Yes, I was able to retrieve all voice memos but lost sound for all except for the latest 4 voice memos.
The other voice memos did not play and seemed to be empty.

Thanks for reaching out to the Apple Support Communities. From your message I see that you have some Voice Memos which are not playing and appear to be empty since you restored the iCloud backup. If the voice memo files were in Recently Deleted, you could restore them within 30 days. You have the option of restoring the iCloud backup again, to see if there is any change in the data which is restored. Follow these steps to restore from the backup again: iCloud: Restore or set up iOS devices from an iCloud backup. If the voice memo files still do not work, there is no other way to recover the data.

I will attempt to recover from iCloud again.
