Keychain passwords not syncing between devices

I have a couple of different devices that are signed in to my iCloud account, my iPhone and MacBook.

I'd expect that when I save a password in Safari on one device, it would be saved in the keychain of the other device automatically, since I have keychain syncing enabled in my iCloud preferences.

However this doesn't happen; when I create a new website password on my iPhone or MacBook, it doesn't appear on the other device's saved passwords.

Is there a way to resolve this and make it so that all my passwords are synced?

“If you want to sync iCloud Keychain with other devices

Make sure that your new device has the latest version of iOS and the latest version of macOS.

Then, make sure that your device is on a Wi-Fi or cellular network. If the connection appears strong, try these steps:

Turn off iCloud Keychain on all devices.
Turn on iCloud Keychain on the device that has the most up-to-date keychain items.
Turn on iCloud Keychain on your other devices. They will be updated with your new iCloud Keychain.”
