I didn't even notice the iOS version on the Mini. You are absolutely correct. Google Docs App requires iOS 10 or higher.
If you are unwilling to update these devices or purchase a new or refurbished and more capable iPad, there is nothing much anyone here can do for you, then.
You need to find some other way of getting Google data to your iPad.
Perhaps by emailing them to yourself then try to get these into an app on your iPad.
Again, it has been too long.
Not sure how this is accomplished in iOS 6. That was 6 full iOS versions and well over 6 years, ago.

iOS6 yes, have 2 of these 1st iPad Mini's, upgraded one to iOS8 and it is so slow that is not usable. As I remember the iPad came with iOS4 same as the iP4s - similar vintage and processor.
Works just fine for web, email, making photos etc. etc.
So many web sites offer a mobile interface that apps are rarely needed.
Do have the Google Drive app for iOS6 but such will not download files for off line access.
At least using a browser at drive.google.com there is an option to download docs and when done it says download successful.

So this set up allows access of docs via the web just not off line as it seems one needs to download.
Website iOS based apps offer a lot of things you don't get from the actual website.
Do not remember when the share sheet feature was introduced into iOS, but the Google apps allow documents and photos from the Google storage sources to be easily shared nkw with compatible apps on iOS.
Not sure where the data goes without apps to capture them.
Maybe do not go anywhere on the iPad, at all!

I did read that Powerpoint files can be imported with iTunes to synced devices if there is an app on the device that can read them.
I have imported videos and photos directly from an SD card but not sure about Powerpoint files.

Have newer iDevices, just trying to make older ones usable for use by low income users and keeping the old devices alive rather and becoming e-waste.
Can't import documents using the Lightning to card reader adapter or Lightning to USB adapter.
Only photos and videos.
Your iPad Mini is still running iOS 6?
You may not be able to download much of anything, nevermind Google apps which require iOS 10, now.
Your iPad Mini is, more than likely, a 1st gen iPad Mini.
It is only capable of upgrading to ONLY iOD 9.3.5 at its highest iOS version.
You may need to upgrade that iPad Mini first, and you may need to upgrade/update that iPad by connecting to a computer running iTunes.
