Go to system preferences/keyboard/input sources and make sure there is only one item on the list, with the name “British PC”.

Did that again and problem solved there was British and British PC, did not read instruction correctly, appears to default to British, added British PC removed British and all fine thanks.
it depend on the national keyboard layout
when I use a windows layout keyboard with my national version @ is the alt and then the key right of return just over shift in my case this key is '(*)
Actually the @/" swap (along with # being in the wrong place) is a frequent complaint from British users who have accidentally choosen the wrong keyboard layout for their hardware.
That would not be an Apple problem
PC keyboards often have slightly different layouts than Mac keyboards, and Apple does provide preference settings to enable people to use many of them if they want.
That would not be an Apple problem, you may want to reach out to Microsoft either that or use an Apple keyboard. If cost is a factor, then you can buy high quality refurbished keyboards from OWC at www.macsales.com.
Good luck.
So, do you have a question? If it has to do with a key being in a different location, you would need to ask Microsoft since it is their product.
The Keys are in the right places but when striking the @ key I get " printed and vice versa
Done that, made no difference
