In the semantics of PDF, there is viewing, editing, and annotation. Apple does not provide a PDF editor that would allow you to alter the underlying PDF content.

Apple's Preview application is a PDF viewer, and will also allow you to add annotation markup such as highlighted text, text boxes, basic shapes, etc. — on a separate PDF annotation layer. It does not alter the underlying PDF content, as would a purchased PDF Editor (such as Acrobat Pro DC, or PDFpen).

Not all PDF viewers are created equal with regards to annotation compatibility. It is best to choose the PDF Viewer that also provides the best annotation markup features that you require, and stick with it.
