Unable to delete installed apps

Hello, my son is having a problem with his iPad... he is unable to delete any currently installed apps. He holds the app’s icon down long enough to make all the apps’ icons start shaking but no ‘x’ appears in the corner of any of the apps.

Can't delete apps on ipad running 13.2 When I press and hold the icon, they don't vibrate and no "X" appears. I do get a box asking about deleting the app, but i can't delete several a one time. Has something changed?

I feel like one of my apps got corrupted? So something happened the other day with one of my apps. (It was roblox) and now whenever I delete it it shows that i still have installed on the App Store. And even with the app still on my home page the app there but the icon doesn’t appear. When clicked on said app it closes and takes me back to the homepage. I don’t know if its an app store issue. But can someone find away to fix it please. (Ipad air is the device)

I would suggest going to Restrictions on the iPad, and you'll find that making changes to apps is turned off.
