Why do I have to provide payment information when I am trying to download a free app or update an app that I already have. I have no unpaid subscriptions because I don’t even have any subscriptions to anything. Even when I enter my payment information directly from my card it still declines it. What can I do to fix this?

In the payment section just chose none for payment and your good to go. I believe it at the bottom of the section.
