Windows 10 cannot detect photos in iphone for downoad

My laptop running on windows 10 is able to see the Iphone. However, when I clicked import photos and videos, it says no photos are found in the device. This happened only recently as I have no problem detecting and downloading photos this way in the past. Please help.

iPhone 6 Plus, iOS 12

If you use iCloud photos and also have "optimize iPhone storage"enabled in Settings>Your name>iCloud>Photos, then this is normal. If so, use iCloud for Windows to download your photos.
