Screen Time For Family & Blank Screen

I am attempting to setup Screen Time within Family Sharing so I can regulate my son's iPhone. We are both running 12.1.4. Family Sharing is on, but when I am on MY iPhone and go to Family Sharing, Screen Time shows OFF and when I press it it just displays a blank screen under the Screen Time header.

Any idea why this is or what is going on?

“Share Across Devices” is turned ON, but I am NOT being prompted to setup for Family Sharing. I am still unable to turn on Screen Time under Settings > Apple ID > Family Sharing > Shares Features (this is where the screen is just blank).

I’m downloading a fresh copy of iOS 12.1.4 through iTunes, I’ve also backed up through iTunes. I will put my 7+ into DFU and then install iOS. I will select “Setup As New”, then signin, then test Screen Time immediately.

I wouldn’t mind keeping the “Setup As New” permanently if after signing in with my Apple ID my text history and conversations would also come back down. A feature lacking in Apple’s iCloud “Messages” release.

So I skipped the “Setup As New” after entering DFU mode, I restored to factory settings, then restored with my current backup, set my entire device backup with Apple ID, TouchID, etc...

My son was listed under Family Sharing and he is also listed under Screen Time, which he wasn’t prior to wiping my 7+. So at this point, my original question seems to be resolved.

I bet this issue is just like any other Apple iOS “update” issue. It seems download a fresh/clean iOS version through iTunes is always the best bet for resolving nuisance issues.
