AppleID is blocked

Hello!

My current location is Bosnia and Herzegovina.

I've been having this problem with my Apple ID for a while now. At first it functioned just fine but then Apple system for some reason started rejecting the password (it was hacked i guess). As of today I can't use any of the applications on the phone.

I can't reach for Support because my country isn't on the list. (And they always display this notice that they can't "complete my request" with some long number below) Is there any other number I can reach them at? Even if I have to pay for the call.
