you need to tell us what version of everything you are using:
what Mac by year, early mid late and screen size and processor speed.
what MacOS you are trying to install.
what version of Mac OS is currently running, if any.
what is the date of your most recent backup, and by what method.
What exact Mac/ model/ year/ size/?
From what macOS to what macOS?
Typically reformatting the parent drive is enough to create the missing Recovery.
Disk Utility>View>Show All Devices
erease/partition(1)/ GUID/Extended Journaled
This of course removes all data on the drive.

It is a MacBookPro, purchased in 2010 ish/ It is trying to reinstall OS Lion. I don't believe I have a disk for this OS any longer. It's in the process right now of trying again so I can't access the processor speed. I have wiped it clean to give to a relative and followed all the steps on the apple website. I get snagged at the stage where its trying to download the additional components needed to reinstall Lion. The computer re-starts after this step, then goes to install and I get the screen with the big yellow "!" that the install has failed because a recovery system cannot be created. I've been to the support site titled "no-recovery" and it was no help for me. Its prompting me to restart the computer and try again. I've done this several times with the same result. Any help is appreciated.
