the app store not accept my visa
i think they need some money for shahed app but how can i pay every visa i but they say declaimed

What happens when you try to download things, what message/prompt shows ? If you owe iTunes money you will get a 'problem with a previous purchase' message.
For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you live (and therefore the country which is on your iTunes account). Credit cards are more likely to work than debit cards.
