I can’t pay for my app (the cost in game or mybook ) only can pay in iTunes and I don’t know why because my visa is working and don’t have problems about payment

See Payment methods that you can use with your Apple ID - Apple Support. Check with your financial institution that they aren't blocking authorization requests from the iTunes Store. Contact iTunes - Official Apple Support for assistance if required.
