iPhone 6s won't update or restore due to error 9

Trying to update/restore my phone and I keep getting an error 9 when connected to iTunes during the verifying process. The phone now seems to be stuck with the Connect to iTunes screen and every time I connect I get the error 9. I see that error 9 looks like a USB issue but I tried 5 different USB cables and 2 different ports on this computer, though I don't have another computer to try. I'm starting to think maybe this is a hardware issue with my phone from seeing other similar issues on youtube but I don't know....

If you already followed the steps provided by this support guide:

If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support

and the issue still persists, contact Apple Support using this link: Contact - Official Apple Support

or

Have your device inspected at an Apple Store or Authorized Service Provider: Apple – Location Selector
