I'm from Trinidad and Tobago an my county isn't part of the regions listed. I'm interested in purchasing an XR with a trade in of my iPhone 7 under the terms of a payment plan. I have a skybox addresses and a registered credit card with apple. Would payment options be available for me?

I thik those are two different plans. One just has you trade in an old phone for a credit voucher. The thing is, you have to have an eligible phone which would likely mean an old US phone.
The other one involves financing. That is likely to have very stringent requirements such as a US credit card billed to a physical US mailing address (not a PO box or similar service). You can understand the financing people want somebody they can track down and penalize should that person default on the agreement, not somebody unreachable in another country with their iPhone. The financing is actually not done by Apple but by some bank, as mentioned in the document.
