Loading circle after sent text message

After sending a text message, a spinning circle appears below the text message, as if it’s trying to load or still send it. It has been going on for months and has not gone away. Based off the spinning circle , I’m unsure if the text was sent.. any idea if the text was successfully sent or what this means?

iPhone 8, iOS 12
