Mail Preferences Won't Open

I have the latest MacBook Air but am unable to access Mail Preferences.

When I click on "Mail" and then "Preferences" it will only open a blank "Rules" window and nothing else. I have force-quit Mail and rebooted the Mac but it still won't open the full Preferences window that should show "General", "Accounts", "Signatures" etc.

Can anyone help... Please?

mail preferences general not showing macOS Mojave V10.14 Mail - Preferences - General shows no content - first time I have this issue. Window opens - top bar shows General - but the window content is blank - can't select any function. I closed Mail and restarted my Mac several times - no result. I looked for updating Mail - no update available. I checked the community - no solution. Did anybody encounter the same issue recently?

Mail unresponsive when opening preferences Mail app consistently hangs (shows Rainbow spinning wheel, and shows as "not responding" in activity monitor) for several minutes at least when I try to open preferences. I always suspected this might have something to do with and exchange account that it could not access unless I was logged into a work VPN, but on my new laptop, I have not installed that account or that VPN, and the behavior continues. I temporarily disabled the other exchange account I use (which does not require VPN) and then disabled my other accounts one by one, and even with no accounts enabled, it still hangs way to long on opening mail preferences. This Mac was set up with OS Big Sur out of the box as a new machine, not migrated with Random bits of programs coming along to gum things up. Where else should I look to find out why Mail can't do this simple thing quickly and efficiently like other programs ?

If that happened to me, I would reinstall MacOS Mojave.

How does what you are seeing compare to the "Rules" tab of Mail's Preferences (shown below)?

If it were identical, you could simply click on a different tab on the top row.

There is no comparison, as I only get a totally blank window with Rules appearing at the top.

I am unable to access any Mail Preference Tabs!
