Sorry for such a silly question, but why two search window options in Finder (OS 10.14.3)?
The top one (with just the magnifying glass) never seems to work, but the next one down ("Search for:" then the magnifying glass) functions well to find files on my Mac.

No, I am not saying that the top Finder window is not there on pristine machines. What I am saying is that it has been altered, and that it appears that certain things were added, and then removed at some point, which would explain those two large question marks.
Also, the toolbar has been customized. Both the "Path" and "Quick Look" buttons were added. You can customize the toolbar by right-clicking in the toolbar area, and then selecting "Customize Toolbar". In Mojave, the default toolbar looks like the image below.
So the question still remains, where did that second "search for:" field come from? You -- or someone else -- must have installed some app or system extra at some point to make that happen.
I am not familiar with an app called "Customize Window" or any Houdah products, but if they are search apps, then yes indeed, they could very well have inserted that second search field there. I would try uninstalling them -- hopefully with an installer from the developer -- and see if that second search field disappears.
While I could be mistaken, at first glance, it looks to me like you may possibly have some other app -- possibly a Finder-related app -- installed which is resulting in that second search field appearing in the window. Also, what are those two large question marks? Normally, they signify that something used to be there, but was then deleted by the user.
Some Finder-related apps include TotalFinder, XtraFinder and Path Finder. Do you have any of those installed?

1) So you are saying that the top finder window is not there on "pristine" machines?
2) I used to use FinderPop but now use Customize Window instead. Have various Houdah software search apps that I don't use. Also FiW. Could it be any of these?

I uninstalled (but just by dragging to trash) everything I could think of that might effect that to no avail.
So then, using your info, I just dragged away all the extra stuff in the toolbar, including the non-working search window. So now I just have one window and it works perfectly!
