Disabled Apple ID on App Store and iTunes

I was trying to update some on my iPhone and I keep getting an error message saying my Apple ID is disabled on iTunes and App Store. Please how can I get it working again because I have tried the regular password reset and that did not help.

 contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
