Apple ID disabled

I got a new phone the IPhone XR and when I was setting it up I kept getting the error that my "account has been disabled in the App Store and Itunes" and I don't know how to get rid of it.

Apple ID is locked or disabled

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
