My iPhone and my new iPad pro don't recognize one another. How do I connect them? I thought my Apple ID and the cloud would make the connection.

You'll need to explain a little more on what you are trying to accomplish. The devices don't really "pair" to each other but there are some things that can be accomplished via Bluetooth. Let us know what features you are wanting or looking for and we should be able to point you in the right direction.
You don't. iOS doesn't currently, nor has it ever supported data transfer via Bluetooth. You can use AirDrop to share things if the devices are in close proximity.

That may be, but none of those features require Bluetooth Pairing.
Bluetooth needs to be on, but not paired.
For instance, I receive text messages from some contacts on my iPhone that I don't receive in my new iPad. I also cannot send a message to those contacts from my iPad. I get a did not send message.
Under general settings my iPad does not show recognition via Bluetooth with my iPhone and visa versa. But under "About" my MacBook Pro, car, iPad pro, and iPhone are all displayed.
Something doesn't seem to be synced and I'm not sure how to fix it.
Photos do share on both devices???
But, I've always received texts messages, my notes, pages, all apps on both my iPad Air and my iPhone. I tried air drop, as well.
I've only had the iPad Pro for two days and set it up myself so I likely am missing something. And, I'm not a super tech at 73 years old!
