New iPhone, not all purchased music available for download

I just got the iPhone XR, updating from my old iPhone 6. When I tried to re-download my music library from iTunes, only my “recent” purchases show up.

I went into my iTunes account and verified that I have purchased the other music that is missing in my purchase history, but The iTunes Store doesn’t recognize that I’ve already purchased the songs. Is this because the missing music was purchased 4+ years ago? The exact songs/albums that are missing are still available in the iTunes Store.

Yes. Same Apple ID. I took your advice and am waiting for a response from apple.

Some albums/songs in in the store show as “purchased”, but I am unable to download them to the new phone. The only songs I’ve had access to are the ones stored on the cloud (cloud emblem with downward arrow). So I’m guessing that’s the problem. Although I don’t know why that would preclude me from downloading my purchased items. Although the store shows “purchased” on some songs/albums, they are not listed when I go to “iTunes-more-purchased-music”. That once again only shows songs on the cloud.
