Touch ID or Passcode Required to Pay

I had to wipe my iphone 7 clean last week, I have reloaded ApplePay and my RBC credit cards into the Wallet, activated touch id everywhere possible, but when I try to tap to pay in a store I'm getting the message "! Touch ID or Passcode Required to Pay" - with no way to enter my touch id nor passcode. RBC Online Banking was not able to resolve, can anyone here help?
