Touch ID cannot unlock iPhone

For some reason Touch ID cannot unlock my phone. By that I mean when I press the home button, I get the haptic feedback, but the phone does nothing. It does not show that it can't sense my finger print (in which case it will pop up the passcode screen), nor does the lock icon at the top unlock. It just hangs there with no way of unlocking. I have to repeatedly re-initiate the unlocking process and hope that it unlocks or shows the passcode screen.

However, double tapping home does activate apple pay so I know that the sensor isn't broken. It also works fine for everything else that requries my fingerprint (i.e. app store and some apps)

I have tried restarting my iPhone and re-activating Touch ID, but the problem persists. In the meantime I have a workaround of just reverting back to passcode only, but I would still want to fix this issue
