Hi,
a friend of mine got a refurbished iPhone 6s and can't set Touch ID for unlocking the phone, the Home button is original, and the fingerprint sensor normally works with Apple Pay, App Store etc.
The phone is updated to latest firmware, and hard reset didn't help

If the option is grayed out, check Settings>ScreenTime>Content&Privacy Restrictions>Section Allow changes... (code and/or account) MUST be allowed.
When done, restart the device.

We solved it with creating a different iCloud account, now it works.
