Complicated question about Apple Watch capabilities

Hi, is it possible to use the Apple Watch as a personal tracking device without owning an iPhone? I am trying to figure out if I should buy an Apple Watch for my mom’s eldery partner. They live in South Aftica and he doesn’t want a phone (of any kind) but due to his failing health my mom would like to make sure she knows how to find him if something goes wrong. Is there a way he can wear only the watch and have my mom track his location through Find Friends or some other way that isn’t overly complicated? I assume he’ll need to series 4 with GPS and cellular.
