Perhaps you have not selected the correct options for Syncing.

Connect your phone to the computer and when iTunes sees it, click on the device's icon:

That will show you the Device/Settings/Summary pane. On this pane, notice the tick box named Sync only ticked songs and videos. It can be useful to have this ticked, so remember whether it is or not. I'll refer to it later.

Switch to Device/Settings/Music (1.) pane, which looks like the screenshot below:

  • Sync Music (2.) needs to be ticked
  • What happens next depends on which choice you have made in (3.). It might be this step which is causing your issue:
    • If you have selected Entire music library in (3.), then your Playlists and all ticked songs (remember the previous pane (sync only ticked songs) should be added to your phone. However - (see next bullet point)
    • if you have selected Sync selected playlists, artists, albums and genres, section (4.) appears and only the items in 4. will be added to your device.
  • If you have changed any of these settings, you need to click on the Sync button in the lower right corner of the iTunes window (not shown in screenshots) in order for those changes to take effect.
