i received a mail from support that my apple ID has been disabled and I need to verify my identity. The link review my account needs me to fill in all my personal info including card details . Is this safe?

I am suspicious because it is not address to me ** dear customer and it needs me to fill out personal info including credit cards.

It wasn't from Apple (Apple/iTunes doesn't send email saying accounts have been disabled, and genuine emails will address you by name, not contain grammar or spelling mistakes etc.), it's a phishing email - you could forward it to Apple : reportphishing@apple.com , and then delete it.
