Mdsync using all CPU

I recently upgraded my MacBook Pro (Retina, 13-inch, late 2013) to Mojave and ever since, spotlight has been using significant energy on my Mac. The battery dies very quickly and the fans are constantly running.

The CPU is mainly being consumed by "mdsync" constantly running at 80-99%. I have disabled spotlight from preferences, turned it off from terminal, deleted the old spotlight directory, and tried a SMC reset. Is there anything else I can do so it consumes less CPU?

I believe this process is associated with Time Machine; in my mac, the only time I see mdsync in Activity Monitor is when Time Machine is running. However, I do not see it take any significant amount of CPU, it sits there at nearly zero.

Do you have an ongoing initial Time Machine backup?
