Can I access my broken phone without turning on iCloud from my laptop?

Explanation: Its recently happened and I accidentally dropped my phone into the salt water and somehow I picked it up quicker like less than 3sec. As the result, it was fine for few hours and then my phone's battery was dead. After this, I was tried to charge my phone's battery full but there was nothing happened to my phone and my phone's screen still show blackout.
