Unable to Sign into iCloud on MacBook Pro

Model: MacBook Pro (Retina, 15-inch, Mid 2015)

OS: macOS Mojave Version 10.14.3

Processor: 2.8 GHz Intel Core i7

Memory: 16 GB 1600 MHz DDR3

Graphics: Intel Iris Pro 1536 MB

I was having issues with Notes synching, plus I kept getting prompted to set up two-factor identification. Whenever I entered my iCloud password to set this up, nothing happened. I then logged out of iCloud entirely, thinking it may help to just log back in then.

I now cannot log in to iCloud at all. I enter my Apple ID (blanked out in this screenshot), click "Next," enter my password, then click "Next" again. After spinning for a few moments, it takes me right back to the beginning and asks me to enter my Apple ID again.

The response above is not helpful because I already have an Apple ID. The issue is that I signed out of iCloud on my computer, but I cannot sign back in with my existing Apple ID. When I put in my Apple ID and Password, I see the small circle rotating for a bit, and then the fields reset (Apple ID field goes blank, Password field goes blank).
