My Apple ID account is locked, can't log into recovery email

My Apple ID account is locked for "security reasons". I know my password and enter it correctly, but then Apple sends instructions to unlock my account to an old email I don't have access to. How do I unlock my account without the recovery email?

locked apple id that i cant log into because it’s locked & can’t recover because i have no access to the recovery email set onto the account. i’m trying to update my apps on the appstore but i cant, everytime it says my apple ID is locked. so i go to unlock my apple ID, just for it to tell me i cant log into my apple ID to fix the issue because it’s locked. then, i try to reset the email so i can get into it.. yet the recovery email set onto this apple ID has been hacked & i no longer have access into it. also, rhe security questions don’t work either because the apple ID i’m trying to get into, was made in like 2014 or 2013 maybe? by my uncle who got me a phone for christmas, and set it up. i have no clue what birthday he set on the account. please help, i want instagrams latest update.

apple id locked and so is the recovery email my apple id is locked and i can't remember the answers to the security questions nor i can access the recovery email because i used an iCloud email for it and i haven't been receiving emails for almost two weeks because it's locked too. please help.
