My iphone Shows that my storage is full but its not ???

I have 13.5 GB free on my cell phone and same on itunes.but cant download a application of 2.5 gb ?? why this happens ? i deleted many apps and pictures but the space stays the same as 13.5gb ???

i texted apple support on twitter and here too. i am waiting for solution.??
