Enable MMS messaging on iPad Air 2

All of a sudden I can’t send or receive photos in text messages. I get an error message stating that MMS messaging must be enabled for this feature to work on my iPad Air 2. This feature has been working for Years until today. All support instructions do Not apply because in Settings I don’t have an option to turn on MMS messaging nor text forwarding as suggested. That is Not listed as an option in Settings>Messages. Help!
