Cannot install Mojave on MacBook

I keep getting "The installer could not verify the disk. Open Disk Utility, then run First Aid" while attempting to install Mojave. I have done this several times to no avail.

MacBook Pro 13", macOS 10.13

boot into the Recovery volume (boot with the Command + R keys held down), select Disk Utility and run First Aid on the hard drive. If you get a message that errors have been found and fixed repeat the First Aid until there's no message. Reboot normally and try upgrading again.

Or boot into Safe Mode, Use safe mode to isolate issues with your Mac, and try upgrading from there.
