If this video was taken with your iPad, a minute of video could be either 60-65 MBs or 120-130 MBs, depending on the quality settings .
If you took the video with a digital camera or your smart phone, the data sizes for the video could be larger than this depending on the video quality settings.
Your 19 sec video could exceed GMail’s attachment size limit.
A 20 sec video could approx. be either 20 to 40 MBs in size, if you used your iPad's camera for the video.
You would need to check the Google GMail limits on attachment file sizes.
I beleive it is 20-25 MBs attachment limit and your 19 sec video may have exceeded GMail’s attachment file data limit.
DV video files typically are too large. Just half an hour is 1 GB. You need a smaller MPEG-4 format with MPEGStreamclip.
Keep emails under 10 MB. Some email programs won't accept anything bigger.
For what it's worth today's mail servers set their limits at larger than 100 MB believe it or not. Gmail servers reply with "SIZE 157286400" when I manually connect to one. That's about 150MB. Keep in mind that the recipient's mail servers attachment limit must also not be violated in order to receive the incoming mail with video attachment.
While mail servers limit is large enough to send 100MB attachment(s), I'd still prefer to keep attachments around 10 to 20 MB. I'll upload anything larger (especially video) to my Google Drive cloud storage and send a link to the recipient.
You would need to use a video compression app for iOS in the App Store to see if you can get the video file size down.
There are a few of these in the iOS App Store.
ShagCA,
I found this to confirm the 25 MB email + file size attachment limit.
This link is dated January 2019.
For what its worth.

It's confirmed:
https://support.google.com/mail/answer/6584?co=GENIE.Platform%3DiOS&hl=en&oco=1
Their mail servers, however, are configured to accept as large as (approximately) 150 MB total attachments size. Perhaps that is for paying subscribers (customers who pay for mail hosting service for their company). Free accounts are likely limited to 25 MB total attachment size.
19 seconds? Really?
You realize this is a Google limitation right?
I do not think there are video compression apps for iOS, not sure on this.
Actually, just checked.
Seems to be quite a few for iOS.
I already pointed that out to the OP.
