Cannot Update Payment Method

Apple ID site will not let me update my payment method. Why? Here is the screen shot of the pop up.

Please advise.

I was able to update the info via my iPhone.

Read the error dialog and follow the directions.

Directions say go to iTunes. I'm not interested in iTunes errors. This is simply an apple ID update once I'm inside my Apple ID account. And we I did follow the link, there was nothing there regarding my issue. Have you seen and resolved this problem before? If so, my ears and eyes are open.
