Can't reinstall High Sierra back into my 2011 MacBook Pro

Because of a WiFi issue I had no choice but to re install the operating software. High Sierra 10.13.6 is the highest I am allowed to go. Weeks before I replaced the HHD with a SSD after cloning. Before the change if a reinstall was needed i was taken to the first High Sierra. However, Now it goes to Lion. Well I installed Lion, El Capitan, and Sierra 10.12.6, so next I find the lowest HighSierra Combo 10.13.1 But a drop down says I need 10.13.


What should I do?
