Cannot make in app purchases

I cannot make in app purchases only on one app. There is no message from Apple, it just won’t go anywhere once you click on whatever it is I wish to purchase. All other apps are fine, Apple ID is fine, payment is fine. I have tried loggimg out ID, back in, restarting phone....nothing works!!!

You can try contacting the app's Developer to see if they have a solution. You can also try contacting iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
