Billing issue

I am not able to add any of my card every card i try shows the same issue ,i have atleast tried 6-7 different cards .... the second issue is after update volume of my phone has decreased badly hope you solve my issue

I can’t download anything I can’t download any apps even free from the App Store without it needing my billing info and when I put my billing info in it didn’t work. I got my new card and it didn’t work. Ive tryed everything.

Can’t update apps whenever I go to update an app it says there is a billing problem, I do not have a card number to put in and have no idea how to fix this
