How do I set an alarm?

On my series 4 Apple Watch, the alarms stopped vibrating. Erasing, turning off watch & restarting, & re-setting alarms has not helped. I can no longer set an alarm.

What are the steps to follow to set an alarm? Maybe I’m doing it wrong...?
