I have paired my iPod Touch to my radio with Bluetooth but I can't play music. I keep getting a message "must connect to wi-fi to play music". I don't have wi-fi.

If it has a cloud icon, it means its not downloaded, nor was it synced and as such requires a wi-fi connection to stream.
You need to return to your computer, and make sure its correctly synced. Once its correctly synced, it will have no cloud icon next to it.

The music is downloaded to my iPod.
When I set it up today, it played one song for me through the radio, but won't play anything since then.

Where did the music you are trying to play come from?
If you are using the Apple Music Subscription Service, or are trying to play purchased music from iTunes you will need Wi-Fi unless the music is downloaded to the iPod.
I purchased the music from iTunes on my computer and they synced my iPod to the computer.
Yes, it does have a cloud icon next to the music.
