Saves cancelled emails to draft

I use Mojave and mail 12.2. Many times, but not always, I find that if I start an email and then decide I don't want to send it and click the red button at the top and then click on DON'T SAVE, that message ends up in my draft folder. I just deleted 8 such messages. How can I stop this?

I am choosing the topic macOS Mojave because I don't see anything that says Mac Mail

Thanks, but it is annoying. Why have a "DON'T SAVE" button if the email I want to delete is going to be sent to the draft anyway.

When I click that red traffic light to cancel a new email message, the compose window disappears, and no subsequent interaction occurs. No draft is written into draft folder. Using Mojave 10.14.3.
