Cannot get past passcode

I have an iPhone 5 that I cannot get past the passcode. Siri comes on and tells me to enter passcode when I do it does nothing how do I turn Siri off it will not even let me turn off the phone

Perhaps you're using the incorrect passcode.

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Well, in that case, you can presumably use your passcode to access the iPhone.

Go to Settings > Siri & Search and turn off "Allow Siri When Locked."
