I can't find in safari preference how to turn of popup blocker

I am trying to turn off the popup blocker but can't find the box to uncheck

MacBook Pro 15", macOS 10.13

Pop-up block option is moved to Websites preference pane.

Click inside the box next to Website name and choose an option.
